Priority issues & challenges

1. Health

The district faces an emergency capacity deficit with a healthcare footprint of 0.60 beds per 1,000 citizens, concentrating advanced trauma and maternal treatments entirely onto a single urban DHQ hospital while peripheral sub-tehsils remain underserved.

2. Education

According to the 2023 Census analysis, a post-primary structural gap drives an out-of-school child rate of 24.1% as teenage students exit classrooms early due to a shortage of high school facilities across farming circles.

3. Unemployment

The district carries an estimated 8.2% general unemployment rate, where despite a vast influx of foreign remittances from over 150,000 expatriates, educated local youth face a critical shortage of high-tech corporate or IT career paths.

4. Water crisis

Rapid agricultural pesticide runoff and municipal processing failures have severely contaminated shallow aquifers, leaving 38% of public water filtration setups completely non-functional.

5. Environmental challenges

The region suffers from seasonal air and land friction caused by the unmonitored combustion of crop residue and the direct dumping of untreated, toxic wastewater from large-scale sugar mills straight into local irrigation canals.

6. Infrastructure issues

Heavily loaded freight carriers hauling agricultural commodities have caused severe pavement cracking, rutting, and advanced asphalt degradation across 43% of secondary farm-to-market logistics routes.
